No one is really discrediting Aaliyah. Her achievements are acknowledged and her impact is undeniable. But when it comes to IT girl of the 90's, it must go to Brandy. Yes, Aaliyah was first. Her impact may be the only reason why we have Brandy and Monica but that doesn't mean she was bigger than them. 1994-1999 were owned by Brandy.
Both Monica and Aaliyah had their hits. Monica having a a lot of Top 40 success while Aaliyah had #1's on the R&B airplay charts.
I think the only reason why Aaliyah didn't dominate the 90's was because her music wasn't catering to a broad audience. Her music kind of just stayed in the R&B realm, with the exception of "The One I Gave My Heart To" which was a great ballad and charted at #9 on the Hot 100. She just didn't crave attention and stayed true to her vision. She did exceptionally well considering her style and terrible team.
