This just makes Miley look ignorant. Even if she meant it as a joke, you don't say something like that without intending for there to be a little truth behind it. That's why it would have made sense if she said Britney. But I don't think she's ever been to a Katy Perry show, so I don't know how/why she would act like she knows what she's talking about.
