Why wasn't Britney Lucky with singles?
In the US.
If we exclude the singles under the radio boycott, Britney's singles always seemed to miss the top 5 in the US while being very successful worldwide, having obvious hit potential and coming from huge albums -
BOMT - 1
Sometimes - 21
Crazy - 10
FTBOMBH - 14
O!IDIA (highly anticipated lead single) - 9
Lucky - 23
Stronger - 11
Why did Britney's singles not chart high in the US despite her being the biggest popstar at the time?

I think Her label wanted her albums to sell more than singles so they weren't released in physical or something

Usually they were only charting due to airplay, that's why she suffered so much on the Hot 100 during the radio ban. The only singles you listed with actual physical single releases were ...Baby One More Time, From the Bottom of My Broken Heart, and Stronger. The others weren't released at all or only limited to limited edition vinyls.
For example, Oops!... I Did It Again was released only on a limited edition 12" vinyl yet broke radio spin records in it's first week, which is why it managed to chart high and From the Bottom of My Broken heart was released as a single and was the 8th best selling physical single of the decade but didn't get much airplay so it only peaked within the top 15. If it was not one thing it was usually the other.

This and it could also be adressed to her albums selling this well. When your albums sell so well that they go diamond it's harder to move singles. Like 1.3 million people bought OIDIA in it's first week so that's 1.3 million people that probably wouldn't buy the physical copies of stronger.

Basically this. She could have slayed everyone´s stats if she wanted, but she always inclined for Album sales up until Blackout
