okay, but there are different dialects all over the world -- Cuban, Puetro Rican, plus South America has a variety of Spanish and Portuguese dialects.

I'm saying there are differences in language, sure, but not differences in how the country operates in those areas. Spain is still one country and operates as one country, it just has different kinds of people living there. we are discussing Europe as a whole, not the different dialects. dialects have nothing to do with any of this.
