I agree. A quick tour for cash infusion and positive press.
If they're playing this as well as I think they are, they're basically setting themselves up for a huge next tour. They probably didn't want to push their luck with Asia, and would rather wait to milk them next time and with SA they want time for demand to build after overestimating it with the BTWB. Visiting all these new places (Greece, Turkey, UAE, and also the smaller US/UK/EU cities) appear to be extending her reach, much like the more random BTWB EU dates, so that when she returns they will travel to her.
Or perhaps the goal is to leapfrog tours. Keep them short and essentially tour certain areas more extensively every other album to build demand and not exhaust her.

There will be no "more extensive tour" like we first assumed. The whole reason she's not doing an extensive tour this time around is because of her health, and that reasoning isn't going to change just because she puts out a new album.
Honestly, I don't think Gaga is interested in "milking" anything. She's interested in visiting territories she's never been to so more and more fans have the chance to see her. I mean, she could have booked ten dates in Japan, but she didn't. There's obviously a reason for that, and I feel that reason is because she rather visit places she's never been before instead of fill up her schedule milking cities she knows she can sell out. Music, not the bling.

Whether Gaga's interested in it or not, is by the by. Although, her hip is a great bargaining chip to force the suits' hand. I think she can cope with an extensive tour, but just not immediately, and we're still not talking 300 dates. She could possibly do it in two batches - separated by a significant break.
But obviously a massive tour isn't important - if there's doubt, play it safe so we can keep her hips intact. (Refer to above 'alternate territories' touring)
As for the album, I think what you said is what has/will happen. ACT II evolving into its own thing.
