To answer the question I think she can IF she releases the album the regular way. Everybody heard all the songs and saw all the videos already so there's no hype for any of them now.
Edit: I need some of y'all to quit acting like DIL went #2 because it was a legit hit. That was only because of streaming.
She has low numbers because she never promotes her material. She performed Drunk In Love only once, and it still managed to sell 2 million and peak at the #2 spot. She only performed XO once, but that song isn't really hit material, so I can see why it flopped. As for Partition, she never even promoted it.

GP don't give a damn how much the girls gross on tour. If you have no hits being played on radio you might as well be invisible.
Beyoncé is very famous for non-musical reasons too, so she still gets the press (lipsynch scandal, Superbowl pics etc)
That's irrelevant because Beyonce is at such a point in her career where she doesn't need single success. She's still able to sell out arenas worldwide & sell album without having hits. As long as she's doing those two things, I dont really think she cares.
It sold about the same as Adore You, Do What U Want and Unconditionally which were labelled as flops.
Unlike those 3, Drunk In Love was released to urban radio only and was only performed once. How are they the same? Its POP radio AI was very minimal compared to it's urban radio AI (it crossed over at the very last minute) because it was HUGE there.
