Realistically speaking people don't like it because it doesn't have a highlight like Feedback (even though I'd take Enjoy or Call On Me over it any day), because of the Urban section, to which most people don't relate, and because the era was her poorestly (? Is that a word?) handled. If we compare quality, people just use the first half of Discipline and that's it. The rest, most people hate. As for 20, I don't see anyone bashing any song specifically. It's a 'mediocre' album. Discipline goes below that, far below.
And let's not get into production details when Discipline sounds clearly rushed and unfinished. (And 20 got a Grammy nomination)

It seemed like it was always supposed to go in a different direction but it was executed terribly. Dupri gave her some of the worst productions of his career and had no idea how to produce her vocals, and then he took off all the other producers she worked with who could've saved it. And all the video vixen photoshoots.. the only good thing about that era were the performances IMO. It's still hard to believe that COM is one of the most expensive videos of all time.
I've seen most fans on other sites bash the whole thing except for S.E.X and Enjoy, and even those are nothing special IMO. I still can't believe Khia was actually on a Janet song.

The first half of Discipline and a few other songs like SMB are stronger as a whole. But even if it was rushed, 20 was recorded for almost two years so they had no excuse. I think it only got the nomination since Dupri pulled some strings for it. He used to have a lot of power back then and was on the Grammy committee if I'm not mistaken.
Even the songs at the end are kinda below average. Ever since AFY she does too many slow baby making songs and it ruins the flow of her albums. I'm hoping her next one is almost entirely uptempo this time.
