Either way it wouldn't because Miley doesn't have a worldwide fanbase. Only the US & Canada love her, I believe.

Chart positions for singles are irrelevant to whether or not she's popular overseas, because they don't always translate into sales.

Just look at Hilary, in the UK she charted at #7 with "Wake Up" from "Most Wanted." But the album itself only debuted at a pathetic #31.

I don't think so. Back in 2003/2004, album sales were amazing! They could sell near 1,000,000 in a week! Miley is in 2008, where you're very lucky if you sell over 300,000 a week. Maybe in singles sales, she might be able to surpass "Why Not", "So Yesterday", "Come Clean", and "Little Voice", but I doubt it. "7 Things" has already out sold them but all together, she's still far far far behind.
