It is nonsense tbh. It's like "deep lyrics" but then the chorus is generic pop dance 101 so it makes no sense to me, but whatever. The chorus is what it's about anyway so it don't matter

Empire is not what people use Shakira for. Especially not when the era isn't going smoothly. It's like they saw CRTFY doing poorly and said the next single had to be anything BUT sexy, which wasn't the issue at all
I can see this being a bigger hit than previous singles, but I don't know really
