I have to admit though, I find it really ironic that at the beginning of her career, she would always say "I'm not the sort of artist to release an album, then do a tour to promote the album, then take a break, then repeat. I'm constantly working." And now that's exactly what she's become. I would have thought if she was the artist she claims to be, who's a songwriter at heart, and is "constantly writing music" then she would have come up with something better than ARTPOP and Stuck on F**kin You in the 3 years since BTW.

I'm not saying I 100% support ACT II, but it's not illogical.
- Whilst ACT II runs the risk of being dragged down by ACT I, the benefit is that it has less pressure to totally turn everything around whilst a brand new era would. Yes there's a lot riding on it, but it's not as risky because it's still the ARTPOP era.
- She can get new material out quickly without launching into a new era. Perhaps prematurely. I think we expect reinvention now - that she should change her act. That would take time and consideration, and for effectiveness shouldn't overlap with the artRAVE so it's a fresh start.
- ACT II is a logical release alongside touring ACT I. It's not confusing or messy.
- It looks like they're planning on getting the first tour leg out of the way, and then release ACT II before relaunching the artRAVE to tour it to everyone who wasn't sure/visited with ACT I. This potentially means two tours in one, with a break inbetween, resulting in a lot of shows a braggable end gross.
In terms of the actual material, we don't know who she's working with. She may be being very strategic. Could be hitmakers. Could be brilliant collaborators. DJWS being involved at the start is no indicator considering Fernando was involved with AP at first. Besides - he isn't the problem. He delivered great tracks, AP just needed more smashes and a star in a more fortunate position to carry them.
RE: your last point - I think Gaga has said a lot of things naively before the reality of the pop industry set in.
