In our eyes, yes. In the eyes of the gp, no. BTW damaged her to the point where no one wanted to buy ARTPOP in the first place (well, 1.76 m ww is not no one, but still). ARTPOP if released before BTW and handled in the same messy way, would still be quite big. BTW's disastrous era gave ARTPOP no chance.
That is why ARTPOP act II is neither bad nor good idea. She just has to push through it and she will.
