First of all, Katy Perry was never a legend, she's note one and she'll never be a legend unless she releases a good album like other pop girls do (i.e. Beyoncé, Janet, Gaga - Jeez, you guys noticed Katy is the only one who has no GOOD album in terms of influence potential or critical acclaim?)

Smells like Teen Spirit's first 3 seconds (guitar riff) is better than Katy's whole body of work (Mixtapes, studio albums, complitation albums, features...etc). Rolling Stone magazine agrees with me, NME does also.
