I don't agree with it, especially if they're that young, however, it's not my place to judge someone's elses actions and hold them against them. If they're in love, or if they care about each other, then go ahead and date; not my concern. As long as both parties are consenting, then it's whatever to me.
However, the tricky part of that is the legal system, which can come back and haunt you if anyone finds out, so it's a bit difficult.
It's all up to the person honestly.
