To set them or get rid of them?

For the former, use stuff like the Deoxys forms - both are THE mons you go to if you want hazards up, especially the Defense form. You can also use Skarm and Ferro for Spikes and a bunch of others like Tran, Mamo, Ttar, Lando-T, Exca, Celebi, etc for Stealth Rock. Don't really bother with Toxic Spikes unless you're running something like Calm Mind Rest Talk Suicune.

For the latter, use Defog users like Zapdos, the Latis, Mandibuzz, Scizor (Mega or regular) and Skarmory. For Rapid Spin, your usual Excadrill, Starmie, Tentacruel, Mega Blastoise or Forretress.
