Destiny's Child was always overshadowed by other acts (Britney, Backstreet Boys, etc).
Beyonce in 2003-2004 was overshadowed by Avril Lavigne, who was the it girl during those years (Let Go really took off in 2003 and it sold 16m, 7m more than Dangerously in Love, and then Under My Skin released in 2004 sold 10m, 1m more than DiL, her tours were also bigger and her singles more global). Avril also had massive impact in fashion, started the modern pop rock girl trend and was generally just way more popular. Dido also outsold her in that time period.
In 2006-2007 she was overshadowed by Shakira, Nelly Furtado, Fergie.
In 2008-2009 with IASF, what many consider her peak, she was completely overshadowed by Taylor Swift and Gaga's breakouts.
In 2011 she was outsold by Rihanna, Katy, Gaga, Adele etc. No one could argue she was the it girl during this period.
And now in 2013/2014 with her self-titled album she has the attention of the media and the industry, but she is still nowhere near close to being the highest-selling female and she is seemingly unable to get a worldwide hit single (no shade, look at the chart positions). She is dominating in touring, but then Madonna is superior to her in that regard.
So no, she has never really been the it girl during any period. She is hugely successful, but she has never been a cultural phenomenon that overshadowed everything else at any given point.
This is the most accurate post, always near the top but never the top, still more consistent than everyone, but never a super mega cultural phenomenon. Still has a bigger career than anyone except Britney

Yeah, she's was never really #1
Poor DC, it was only #1 for 11 weeks, wish N Sync wasn't around it would have been bigger
Oh yeah, there was that one song Bootylicious, but it didn't really make an impact
This song was only #1 for 8 weeks but she was overshadowed by Avril, so unfortunately it couldn't chart higher
#1 for 9 weeks, it's too bad it wasn't able to do better, because of Dido her never ending reign
#1 for 10 weeks, awwww poor Bey
And thanks to Gaga this song had no impact, damn it
Remember when Avril Lavigne and Dido won all the awards and Bey was left with nothing
She could never quit get the media attention she deserved
Oh and that time her album IASF was completely overshadowed by Gaga and Taylor Swift and she wasn't able to break the Grammy record
And Rihanna completely overshadowed Bey in 2011, which is why they gave the Millenium award to her instead of B.

It's a little sad. Poor Bey. So unsung.
Those are amazing achievements but doesn't change what he said, the others he mentioned were bigger in the other areas and were waay more relevant than her tbh.
Beyoncé has consistently been something above an IT girl since she debuted and it’s not just restricted to music.
People want to be successful like her
People want to be a brand like her
People want to be beautiful like her
People want to be a business person like her
People want to be a performer like her
People want to be respected like her
People want to have longevity like her
I still don't understand why the hive says is not important to be the ''it'' girl, then admit she never was and say consistency is more important, and still everyone is voting yes in the poll, seems like its more important to not make her look bad in some specific areas.

Examples of IT girls are Nelly Furtado & Ciara and look where they are now. You don't even make sense. There is a reason why Beyoncé is still here and these IT girls are nowhere to be found.
Beyoncé has always been held to an higher standard and put on this pedestal above other artists and has remained on it despite not always topping the charts or selling the most albums. That's just how sought after and powerful her career has been.
She was always more of an US success girl until now, her latest album was huge worldwide. I think the main thing that sets her apart the other pop girls was that she never made much controversy and was always known for her music. I think she's an it girl now, after all she outsold Miley, Gaga and Katy effortlessly.
