Rumour Has It was actually building up and I believe went top 10 on radio. Videos normally push songs like that to number 1, especially since it was right after the Grammys and interest in her was at it's peak.
Also Rumour Has It, at one point, was doing better on US radio than RITD (right when 21 was first released).

Same with Skyfall. A video would have made a massive difference to it's performance.
Bond themes normally only appeal to Bond fans but she made an exception with that but her team failed to capitalize on it.
That's why that damn pregnancy ruined what could have been.
I love it. Especially how dramatic the last closing parts of the song
