In my opinion, the problem spans before ARTPOP was even announced. Born This Way was a phenomenal album, but it had a few poor single choices (Judas and Yoü and I), and the songs that were optimal choices (Born This Way, The Edge of Glory, Scheiße, and Marry The Night) were either released at the wrong time or not released at all.
Also, I'm shocked that they didn't milk The Fame Monster era like Capitol did the Teenage Dream era. There's nothing wrong with getting the most out of something successful, and arguably anything Gaga released during that period of her career would have been at the very least a moderate Top 10 hit. She could have easily earned another two hits in the period between Alejandro and Born This Way (likely Monster and Dance In The Dark).

Not you shading Speechless (which REALLY would have smashed) and So Happy I Could Die.
Tbh though, The Fame itself could have used one more single. They should have went through with ending the era with Boys, Boys, Boys as planned.

The bottoms like to pretend it's some masterpiece cause Gaga produced it and they know it's her favorite on the album. It's a pretty good song, great melody on the chorus, had a lot of potential but the production is messy and muffles the vocals, and the lyrics... A good 1st draft though

I agree that The Fame could have had one more single, but I disagree with it being Boys, Boys, Boys. Paparazzi was the best possible song to ease The Fame era into The Fame Monster era, especially after the 2009 VMA performance. Instead of releasing another single from the album after it, Interscope should have released it in that approximately two month block of time between LoveGame and Paparazzi. It would have been short and sweet, but effective nevertheless. The song that should have been chosen for this single is Starstruck. It was screaming to be a hit. Although it wasn't as obvious a smash as Dark Horse was, it was in a similar boat, as it was always the highest charting album track from The Fame on iTunes. I believe it even peaked in the 70's on Billboard's Hot Digital Songs chart. Additionally, it would have further opened up Rhythmic radio to her brand.

Venus is my 3rd favorite song ever. not gonna lie, it took some time to grow on me but now i absolutely love the 1st verse and i think the bridge which everyone else thinks is  worthy is instead extremely fun and memorable and if given a chance could've possibly been very iconic (the MY ASS IS FAMOUS part) if it were single #2. and that's not to mention the absolutely love hooks everywhere

Lol. I just love Boys, Boys, Boys and said it because it was originally going to close the era. Actually, Paparazzi is the best ending of the era due to how tonally dark it is in comparison to the other singles. Starstruck would have been a solid hit but.. tbh.. any song from The Fame that isn't Brown Eyes or Money Honey would have smashed in some way.

I wish the Brunette Gaga of The Fame Perfume era would have stayed longer. By far the classiest Gaga we ever had, plus I bet The Decay of the Blonde Icon album still would have come out!
