They're actually the same age but Belinda has had a longer and stronger career. If Belinda has had one successful era, then Eiza hasn't had any.
Pitbull is much more popular than her so that collab would help her. Motel are on equal standing to her in Mexico, so that would benefit both acts. Belinda was dating a guy from Il Volo I believe plus it was a way to introduce Il Volo to the Latin market.
