Happy is a funk song though. The new R&B females aren't struggling (Jhené & Sevyn and all the other ones) and BEYONCÉ isn't either. Nicki is essentially female Rap, and even so, she's on a high buzz currently.
Considering no black artist went #1 in 2013, I think Urban has the right to take over.
