As far as no video, sure it's very possible for a song to do well without a video. But I do think its a valid reason for a song not doing as well as it could have with the way the Hot 100 works nowadays.
The "no promo" excuse is another one that I think is valid at times…it depends on the status of the artist though. Some need to promote and others don't.
