It's possible, though not often acted upon. And to reach 20 you have to have a lot of 2,3,4 point warnings that expire after long periods of time. You can come back from a ban with +10 points due to the long expiration dates. Usually they're just re-banned, but they could theoretically reach the 20.

Ex: say there is a mega troll who racks up 10 points with 5 two trolling points. Those two points don't expire for 2 months, while the trolls ban is only a month. When the troll comes back he'll still have 10 points, so any more points it receives will accumulate.
