It's generally reserved for people who are severely ill or incredibly old. Britney's case was, to my knowledge, the first of its kind, where the conservatorship was granted to someone nowhere
near the usual state required for a conservator to be needed.
Amanda Bynes was granted one last year, iirc, though. I have to wonder whether Brit's was used as a legal precedent.
