Because her voice lacks personality. Pop voices in general lack depth - Diana, Britney, Spice Girls, Madonna, etc. That blandness allows for every listener to relate to the singer. Why do you think someone who was more vocally gifted - Florence & Mary - didn't sing lead? Because they were "too Black" sounding, and that was not the objective of Motown.
Nevertheless, Donna still reigns.
