 You're right that sometimes other formats do pick it up freely (like a lot of pop stations have done with Drunk in Love already). But it happens faster if a song is sent for adds. There's a lot of pop stations that never play non-singles. Also XO got sent not long ago, so pop stations probably won't feel the need to add a new Beyonce song yet unless they're actually told to.
