Hateretha Franklin is a glorified church singer who never made it outside of a few hits that no one that matters cares to remember. She never reached outside of the US in the way her peers did and she certainly didn't sell as much as them.
She is not the blueprint for R&B because she isn't even the beginning or the best of the genre.
