Where I'm from, people pronounce "again" really strongly in the second part, like "agAIN." The 'a' sounds are usually pretty strong: pAYsta, AYllowance, etc.
We don't say "aye" how it's usually pronounced, but we use "eh" (rhyming with 'meh') A LOT.
Just Vancouver but I never really associated beyond immediate family and close friends. So it's possible that it was more niche than the location overall, but it had to have begun somewhere.
