I don't think it's a race issue here. I think it's more of his friend taking the blame since Bieber is obviously more famous and his name has been tarnished enough as it is.
So I just saw a Belieber use the fact that Justin has a trampoline in his garden as proof that he cannot be a criminal.

It's called being guilty by association. I, myself, would never associate with someone who snorts coke or does any other hardcore street drug besides weed if I myself was not doing it as well. Who, in their right mind, wants to be around it if they don't participate in it themselves? Do people really want to be around somebody that's snorting a line off their dinning room table? Why would you even invite them in your house and allow it to happen?
