Let me break this down for you since you've been having problems with this throughout the entire thread. The word global pertains to the Globe, another word for planet earth. The US is a country on this planet and so in order to be global, popularity here is important as well.
But let's just go by your logic where Outside the US = Global.
If 'Album A' sells 100 million copies and 58% of those sales are from the US, it is more global than 'Album B' which has sold 75 million records where 28% of those sales are from the US. 'Album A' has still outsold 'Album B' outside the US and proven to be more popular than it 'globally'. Understand?
