Gaga opened with 500K+ (600K+ if you count Japan) globally with ARTPOP while Katy opened with like 400K.
Her tours do extremely well, meanwhile Katy wishes to outgross the Monster and Born This Way Ball.
If that's not an indication of Gaga being more global then idk what is.

Gaga is a bigger touring act simply because she's a better performer. My cousin went to see Beyonce recently and she didn't even own a cd of hers, that doesn't suddenly make Beyonce the biggest star in Australia. Nothing wrong with being a good performer but that still doesn't mean you are automatically a bigger artist than everyone else.

Celine Dion IS bigger than Britney like everywhere though..No Shade to Britney but Celine is frikkin huge, in both sales and touring.

Katy is sexy and records more catchy relateable songs that cross market segments,while gags has rapidly become a local act relying on niche gays and teens going through the 'awkward' phase.

Both Lady Gaga and Katy Perry are musicians. So obviously we are looking at receipts of their MUSIC and well they are both doing with it globally. Do you think people around the world care how much either of them are worth?

If you want to base it on net-worth than Gaga must be more 'global' than a lot of top tier legends, and to suggest that would be ludicrous. Gaga has obviously done more buisiness ventures and endorsements than Katy, in the end she is still a musician like Katy and wants to promote her albums and singles worldwide, and is she winning in that field?
