Excluding the video, which at this point won't help, she's done everything.

You are acting like those things didn't help the song at all. Some songs explode suddenly (Dark Horse) and some songs just need time. Its smashing in Canada, and we all know Canadian music market is VERY similar to US.
Rick Ross remix was made to push the song on Urban radio considering the song actually HAD a few spins there, it was the next logical step.
So many negative articles were published about R.Kelly in the last few weeks. Let's be honest, it's not like Gaga planned the Xtina remix. She wanted just a performance, but the fans + R.Kelly controversy pushed for it. Something had to keep the song alive. Also, a logical step.
AMA's and The Voice Finale were nothing unusual for Gaga. She promotes most of her singles properly.
For example Katy's Unconditionally was performed :
- Australia : The X Factor (highest rated show in the country) & Sunrise (morning program)
The song failed to enter top 10 on the official chart.
- Italy : The X Factor
The only country where Unconditionally had a decent chart performance.
- Germany : The Voice
The song failed to enter top 20 on iTunes & the official chart.
- UK : The X Factor & Alan Carr : The Chatty Man
The song failed to enter top 15 on both iTunes & official chart.
- US : Opened the AMAs & The Ellen Degeneres show.
Failed to enter top 10 on iTunes / Billboard Hot 100.
- Europe : EMAs
Failed to reach top 10 in any of Europe's 50 countries.
That is called "investing so hard" !
