I think it means original base member, which I assume includes any regular outside of the deadline of the 'new' members. I also don't know which wave would be included as a new member... are those awards for the March wave (you, Flame, Diamond, etc) or the new wave (Penny, Diana, etc)? In my mind the March members are pretty much old members.
