Because R&B/hip-hop define the word "urban," together with Alternative (for 'young & depressed intellectuals'). Critics live in big cities, they are more familiar with them. Plus people still view that being "urban" is the coolest thing ever/hip/etc. Tons of R&B/hip-hop music are kind of stuffs that is not as dumb as Pop but you can still bop to. Plus, it's been a while now since Hip-hop ruled the Pop scene. though, Country is about to be the new Hip-hop sans critics love though!
While Country is the music for people who live on the outskirts of the town, mountain ppl. It's 90% about the Monday to Thursday, after work, life. Country ppl's idea of good times is hanging out with the community, singing about the community. Which is why it's not that big of a deal for a Country artist not to write song or 95% of their catalogue are songs written by up to four people. Though, there will always be that small intersection where worlds collide.
With Pop though, it's too much shite to get into the actual gold, and none has time for that.
