There aren't any artists this year whose promotion costed that much, PRISM and Beyone would probably come close. But there was absolutely no mention of a new album. Bey used a recycled song to promote the campaign and it was barely lucky to make it as a bonus track.

Bey always pays for her studio time, producers, writers etc
Her videos didn't coast that much thanks to tour locations

So how the hell did her non existent promo cost around 25 million?

Itunes banners where probably for free since she gave them exclusive.

The reason for her high numbers are because of her surprise shock thing. The word spread around thanks to all the hive members in CNN, NEW YORK TIMES etc.
