i would LOVVVEEE that angle/direction for her. Like Bey's new music but with stronger hooks that she's amazing at.

Just please some more quality control on the lyrics. And her vocals on some songs are grating (Applause verses for example) and never used to be like that

I think they can still get Gypsy and Sexxx Dreams out.

Give Gypsy a Grammy and Brit performance, a well-timed video that embraces the fun side of Gaga and exploits the international aspect of the song to help get WW support, then have Sexxx Dreams out in May. Give it a cool, sexy video that's provocative but not off-putting so to give it attention because TV promo is probably not likely. Record a censored version (X Dreams, Sweet Dreams etc.) for radio and if need be, remix it with a star.

If she can get the lead single for ACT II out in Q3/4, that'd be great. Release ACT II and C2C relatively simultaneously so they can co-promote.
