EXACTLY! She's been true to herself (or who she wants the general public to think she is) from day one. She hasn't had a completely different personality with each era because it's the cool thing to do. It's always been cool for people (gay, straight, black, white) to like and stan for Beyonce. She's always been well-liked and able to maintain a classy image, even through some of the bad press she's received.
But yeah, I've always thought that quality is more important than promotion. You can promote the hell out of a terrible album and it will still be terrible no matter how many copies you manage to sell.
