I think there's a strategy behind it. Its as though they want to give it a rest so that she can win the next year with her new song(from new album) .This is quite clever since the voters may have gotten tired of "giving" it to her after the previous 2 times and will by 2015 they will be desperately wanting her back because of as you said "crappy nominees" . I have a feeling she will own this category for years to come , she always wins or gets nominated for so could say she already owns it :
2009 won "Chasing Pavements"
2010 nominated "Hometown Glory" (Her best song losing
)
This was when it was still called "Best female Pop vocal performance" and the rest as we know is history.
