General Question for other K-pop stans: Do flop artists ever get dropped?

I've been noticing for awhile now how some less famous/ consistently flopping groups tend to just stick around for years at a time with no real hits. However they still are able put out videos that clearly costs hundreds of thousands of dollars and high production values?

For example:


Five Dolls haven't hit the top 20 since 2011. Especially when it comes to similar groups on smaller labels, how are they able to afford videos like this? The CF deals can't be rolling in like that How are the the labels making money spending this kinda dough on countless videos when the music isn't selling?
