I'd bet Billboard would get a huge amount of criticism not only from Em/Rihanna fans, but also from Interscope. There'll be lots of pressure for them to change that rule.

Meltdown is not going to pressure Billboard to change the formula

This is not the first time that huge songs are blocked by unforseeable circumstances. Controversies will in fact be a good thing for Billboard, as a boring chart release will not get more people to read the article.
AND Wrecking Ball is going to get counted towards Billboard. I don't think there is a way for them to check whether the song used is legal or not, especially during the harlem shake fiasco.
