Keep resetting until you see a bush that's the furthest away from all the others. Also make sure it shakes alot, if it only barely shakes there's either no pkmn in that bush or not the pkmn your chaining.
Never go into bushes that are beside each other, or ones that are like 2 steps away from you, or patches that lie on the border of the grass you are in.
