I don't know how it works but I kinda think that regardless of the attendance, LiveNation will still claim it as a full attendance. i.e. If only 12,455 attended a night regardless of 13,000 available seats, they can just pass it as 12,455/12,455 (100%) rather than 12,455/13,000. I'm not sure if I get my message accross to you but I think a lot of artists do that.
Still not sure since LGOE tour existed.
