Its not even that bad
Its pretty balanced, it only has three weaknesses, one of those that is weak to nearly everything. Its super-effective against one of the most common types, and possibly Poison depending how it does in the meta-game.
Rock, Grass, Ice, Flying, and Bug are way worse.

Bug and Flying aren't really that bad either. Just because GF decides to make ****** Pokemon doesn't make the type that bad.

With Ghost getting buffed it only made it even worse defensively, the only good thing about it it's the Fight relationship it has, but we have Fairy for that now and it completely outclasses it, the only thing holding Fairy back is the lack of the number of Pokemon to represent it. Azumarill/Togekiss with a Psychic typing could only get so far.
Grass is only worse offensively, it's way better defensively. Bug is bad I agree, but it resists Ground and Fight, and the typing lacks many good Pokemon, so it's not very fair. Ice is terrible. Flying is an amazing offensive typing, just ask Talonflame. Same with Rock, the problem with it are the overwhelming weaknesses.

Bug is resisted by 7 types, that's nothing you really brag about. And Flying has three of the most common weaknesses in the game.

Yeah I forgot about the Bug resists, it is quite bad. 
Flying is not a bad typing, it's immune to (Toxic)Spikes and Sticky Web + Ground moves, that's excellent. Fire is way worse than Flying.

Flying isn't as bad as it use to be since it got so many immunties to things, but there are far worse types then Psychic. It doesn't have as many crippling functions as something like Rock, Bug, and Ice do

Well, technically a stat is truly maxed out when it reaches 255 EV's so you'd have 255 left for the other stats if you keep going. it doesn't really make a difference though, especially for in-game.
I like to put remaining 4 on something else, but that's just me being obsessive.

I agree tbh. Ice and Rock are just the pits.
It doesn't have many crippling aspects but it doesn't have much to justify itself either. Most dual-typed Psychic Pokemon treat it as a secondary typing, almost like a filler and would much rather have Fairy instead. And the mono-typed ones act despite it except for the obviously obligatory STAB that doesn't bring much either.
At least Ice and Rock moves have reasons to be used besides ''STAB''.
So crappy.

Yeah. I was being super careful about not going over 252 but I ****ed up once and it still didn't put me over. My Pokémon were being labeled fully EV trained when they were 252/252/6.
