Hmm I have no idea actually. I don't care that much about the Hot 100 so I missed last week's Wrecking Ball discussion.
"(For the purposes of Hot 100 rankings, aggregate sales and returns contribute to the song's overall point total.)"
That means the returns do hurt sales and thus its hot 100 ranking.  So then how did Wrecking Ball gain 17% in points when sales dropped 40%?

Yeah. It wasn't just Wrecking Ball either, Mirrors and Hold On We're Going Home were also got big CMA effects, but were higher on album release week than they should have been. They must have changed the rules earlier for it this year.

Possibly, but it's a toss-up since sales are so weak right now.
I definitely see a tight race between Applause, Counting Stars, Blurred Lines and DWUW for Top 10 though. Only if Kworb's prediction stays true though of DWUW

Whitney Houston holds the record for most weeks at #2 (11) with Exhale (Shoop Shoop). She debuted at #1, but Mariah's One Sweet Day knocked her down to #2 the following week and held her there for 11 weeks.

No, they are saying that the negative sales will count despite them technically being considered "returns". You can tell because they said "For the purposes of Hot 100 rankings", indicating that this rule will apply to the Hot 100 but not Digital Songs. They also said "contribute" meaning that they add to the total.

If I am understanding this correctly, the Hot 100 will factor in standalone sales (those that are purchased just by buying the actual single) and "lost" sales through complete my album.
Example: if 210,000 people decided to purchase "Roar" this week and 90,000 other people chose the complete my album feature, then they would use 300,000 toward calculating the Hot 100, but its total sales (reported through Hot Digital Songs) would be 120,000.

I think they would count 210k people for calc'ing Hot 100 since those 90k people aren't buying just the song. Album sales should never just count for song sales...though I think those pre-order sales for certain other artists are somewhat sketchy.
Missy Elliot was #2 for 10 weeks without hitting #1.

Both surveys will refresh on Billboard.com and Billboard.biz tomorrow (Oct. 24).
The song is essentially a YouTube-only phenomenon at this point (having been posted on Oct. 14): it did, however, sell 1,000 downloads in the week ending Oct. 20, according to Nielsen SoundScan. Meanwhile, it has not been played on any of the nearly 1,600 U.S. radio stations that are monitored by BDS, nor is it being promoted to radio for airplay.
"Chinese Food" was released by ARK Music Factory, the same company behind Rebecca Black's 2011 viral single "Friday." The latter tune reached No. 58 on the Hot 100 (prior to YouTube data counting toward the chart) and went on to sell 441,000 downloads.
The "Chinese Food" song and video, which was written and co-produced by ARK Music Factory co-founder Patrice Wilson, remains controversial and has been derided in social circles as being racist in the days following its release. ABC's "Nightline" reached out to Wilson regarding the controversy, who said, "I just really love Chinese food and that is why I wrote a song about it. People are entitled to their opinion."
