As long as you haven't used the Pokémon in battles (EVs taint the IV calc because they boost stats) you can go into a WiFi battle with someone and it'll boost your lv. 1 Pokés to lv. 50, go to summary while in battle, and then input their stats into http://www.metalkid.info/Pokemon/Calculators/IV.aspx

When the Pokémon is a higher level the IVs are a lot easier to determine.

EDIT : 5 MINUTES LATER I FOUND ANOTHER SHINY WITH THE CHAINING METHOD, ONLY 4 CHAINS! It's a lame chinchou though.

You have to do things around the city first in order to be considered stylish enough

-Go to the museum
-Shoot a Trainer video
-Visit cafes (and talk to everyone)
-Work at the hotel
-Battle the people in the alleys
-Go to restaurants and battle

etc

The clothing store had some nice stuff but the **** is too expensive.
