People will start putting up preorders before the lead single is released just to guarantee a #1 and large debut even if the song otherwise wouldn't do that great. And then it'll suffer a massive blow in the 2nd week.
Also, wouldn't the preorders being counted towards the chart be considered double dipping in a way? If I understand correctly, they show a sale of the album (preordered) AND a sale of the single even though they only actually made a sale of the album.

Billboard made it very clear that prior to album release, any promo single sales will be counted as single sales and then deducted when album is released and people use CMA. It is the same thing as what Taylor and gaga did during Red and BTW except there wasn't preorder.
but i do agree that preordering an album should count toward album chart on itunes instead of song chart
