I thought it meant that Britney is not allowed to perform in the US in a place that is not Vegas. She can travel overseas and perform if she wants to.

This is incorrect. Britney cannot headline any other concerts in the U.S. till 2016. She can perform, even at ticketed events, anywhere in the world and do concerts outside of the U.S.
