If they do this for normal and deluxe in the UK that means every album world wide that is pre-ordered will have foil covers, because The Netherlands also sell that same deluxe edition... How would it be possible for those not to be foil if the UK ones are?

Edit: Wait, let me buy one copy on Amazon.co.uk so I can be sure to get one with foil, my boyfriend has an account there I'll buy the deluxe and digital version in my own country, so I can at least play that DVD on my blu-ray player
