Aren't all Pokemon besides Legends and starters available? I think feebas might be a Safari Zone only pokemon

Friend Safari and it might be available to find post game. Feebass isn't exactly easy to find.
OMG the store in Canada that sold Y to the leaker a week ago went out of business
Nintendo is fining all stores that broke the street date.
