No. There's a lot of people around her (basically from her label, record company, RCA people, etc.) telling her what she could do.

To my understanding, the whole point of open letters is to put pressure on a public figure to do something you think is right. Because once it gets some attention, the issues that it addresses is something that Miley has to confront and acknowledge. In any case, an open letter has a stronger psychological effect compared to a private letter that could easily be swept under the carpet.

People don't act in a vacuum. There are always social factors that influence how they act. And we should take those social factors in account when we're judging someone. It's excessive to call Miley "vile", "cruel", etc. because she made a tasteless joke about someone whom she felt wronged her.
