I actually believe Britney has more similarities with Janet than Madonna, but since Miley was more like talking about "impact" on her generation, the Madonna comparison makes far more sense... Actually, Britney in her 2nd decade (I don't consider her first decade to be the 90s as it was so sort) to is doing better so far than Madonna in hers. Madonna only sold 2M copies of Erotica and 3M of Bedtime Stories, which was terrible at the time and in fact the 2M from Erotica was shipped not sold. Kworb adjusted FF to 1999 sales, and it came out as 5.5M. That's more than Erotica and BS combined. Ofc those album sold more now, but that's due to catalog sales.

Britney is the closest thing to Madonna in terms of mass media appeal and the similarity ends here, their histories has different components and results, just like Miley is shaping a career on a desperate attempt to destroy her old image (after her teenage stardom) and that's a different context compared to Britneys or Madonnas. They both evolved inside a linear form, Miley is searching for a rupture.
