The sibling point is a good point. My sister was 9 in 1998 so she followed everything closely and it became ingrained in me from the get go. I believe culturally he 90s for KIDS ended in 2002/3. I mean, Pokemon, Digimon, Yu-Gi-Oh, Sailor Moon, Rugrats, Wild Thrnberrys, Dexters Laboratory, Hey Arnold, Britney Spears, Backstreet Boys, Christina Aguilera, Spice Girls, S Club 7 etc. ran it's course from 1996-2002/3.
For teens it definitely was about 97/8 because of the whole grunge and rock/rap thing.
